Interview Question :: BitTorrent: Port Forwarding Issue

Ok so I'm trying to set up BitTorrent on my new computer.I have a new Laptop with Wireless and I know that sometimes wireless can be slower than wired but it seems that I can't get this port forwarding down.

I have HTC Netracer DSL (Netopia Modem), I have a Linksys WRTG5 Router. I have no issues with using the internet, but I needed to set up Port Forwarding, for this I had to set up a static IP Address. The local IP Address is 10.0.0.1, and I have the DHCP server set up for multiple users. The starting address for that is 10.0.0.100 , with a range of 49 so that my static IP address is 10.0.0.150.
So far so good right. I have my wireless connection set up so that my preferred IP address is 10.0.0.150 and that works fine, I can access the internet no problem.

Now for Bittorrent I went through the whole setup process checking my speed and setting up the upload and download speed correctly.

I have turned off the UPnP and NatPMP settings in Bittorrent, and turned on protocol encryption. I set it so that BitTorrent is using port 58450, so under the port forwarding it says BitTorrent Port 58450, TCP/UDP IP Address 10.0.0.150. So that should all be working I believe. When I use the "Test if port is forwarded correctly" option, it shows that it is not open. I have also tried 3 other ports with the same problem each time.
I have set the Windows Live One Care firewall to include Bittorrent, and to include the port for it as both TCP/UDP. But when my firewall is turned on it comes up with the yellow icon (yellow triangle) that says it's indeterminate. Usually if I turn off the firewall it will then change to the red icon (red circle) telling me I'm not connectable. I don't see a whole lot of uploading on my side.
In general a good download for me stays around 30-60 kB/s, I have seen one or two jump to 100 kB/s during faster times, but at most my uploads go to 20kb/s.

Does anyone have any advice, my downloads work so I'm not totally upset, I just wonder if there's anything I can do to make them run faster. If there's any information I left out let me know. Any help is appreciated and thanks in advance.
